[#11447] 0.2.3 not compitable with CMSMS 2.1

Summary:
0.2.3 not compitable with CMSMS 2.1
Detailed Description:
On a site with CMSMS 2.1.6 i upgradet Snippets to 0.2.3.

It then reports the following error:
PHP Fatal error:  Uncaught Error: Call to undefined method
pear_ADOConnection::NewDataDictionary() in
/var/www/clients/client1/web280/web/modules/Snippet/class.neodb.php:95, referer:
xxx

When upgrading the site to CMSMS 2.2.1 it works again.
So I think the lastest version of Snippets should require minimum CMSMS 2.2.1
