[#10698] Responsive images are not responsive..

Responsive images are not responsive..
Detailed Description:
On my system the images are always fixed size. They are resized and turned into
a data url, but they are either the size of the minimum breakpoint or the size
of the max_width defined like this:
{cgsi_convert max_width=750}

For example having breakpoints 200,400,600,800 I get a width of 200 for images
in the page if no max_width is defined and 750 if max_width is set to 750. These
results do not vary, they are not responsive, as I expected for smaller screens.

The cookie is set correctly.

System:
PHP 5.6.13-0+deb8u1
MySQL 5.5.44 
Apache 2.4.10 (debian)
