Forge Administrators need the ability to 'hide' a project.  An option only for
forge administrators in the project page somewhere to disable/enable a project
would be sufficient.

The project members would still be able to work with the site (svn, add/delete
files, delete project etc)  The only difference is that the project would be
hidden from lists and searches, and not listed in the XML feed.
 
The project members would then get a notification that their project is disabled
with an email address where they could send inquiries.
