extra permission - allow form browsing without modification
Detailed Description:
It seems that submitted form data can only be browsed ('administered') in the
backend by enabling the 'modify browsers' permission for the relevant
user/group. Much better to be able to allow viewing and exporting without the
risk of amateur-admin stuffup.

Extra permissions to allow this behavior have been added in SVN and should be
part of the next release.
