Since CSS are attached to the template, why not automatically detect them

There are CSSs that are used in modules, e. g. special FormBuilder or Gallery
styles that are attached in the page and not in the template. They would not be
detected simple by attachment to template. I have found it more flexible to list
all CSSs and not to detect them.

Probably will be solved with Setting tag that is planned in the future where you
can choose where you would like to see all CSS or only those attached to the
selected templates.
