Dead Project Clean Up
Detailed Description:
I propose some sort of clean up script that wipes out any projects that are
60-90 days old and have not had any files submitted to SVN.

I am not sure if that is possible or not.

I know some people create a module and use SVN as the repository and development
platform but don't release any files. Example: _SjG_'s Printing modules that he
does for DIGI3. We don't want to delete them modules because they are still
actively developed... but don't have any released files.

Hi Tyler,
A solution for this has been placed on the to-do list for the overhaul of the
forge. I conferred with Ted. It should be possible to:
a) make empty projects not show up in the forge landing page in new releases; 
b) send an automated notification to the developer who listed the project after
a certain number of days of no file releases.
