readme file for themes
Detailed Description:
some themes (or components within) may call for additional explaination beyond
what could reasonably be put into source comments.

a help / about / readme file that can be attached to a theme when packaged, and
then accessible when imported. similar to how modules have help and about files.

good idea.... possibly a text field on export, that creates a file in the theme
directory on import, and then the ability to read this file (if it exists) when
in the theme manager.
