Select weekday reccurance within month as well as week
Detailed Description:
Many organisations (particularly community and voluntary sector organisations)
schedule their events like this so they're easy to remember:

"On the 1st and 3rd Tuesday of every Month"

An easy way to cater for this would be to include the weekday selector in the
monthly recurring event view, but populated with the weekdays 4 times over,
rather than just once. That way you could click on the 1st Tuesday, then the 3rd
Tuesday you see in the list.
