Detailed Description:
After installing the CG-E-commerce-suite I wanted to define 2 tax-rates but If I
fill in a new tax under NEW, the old tax gets overwritten with new tax, no
second is added.

I have emptied all caches but it will not work as it does with one of my dutch
friends that runs 1.10.3.

The problem was that after saving 0.2 as tax, calling the module later changed
this in 0,2
So if one carefully checks no commas are here then all works well.

Just checked in 1.10.3 (a test site) and indeed there one can define 2
tax-rates.
