Directory separators hardcoded
Detailed Description:
Cache directory fails when using WAMP server.  Error log reports eg:

failed to empty the cache at C:\wamp\www\mytestsite\uploads/lib/SD-temp/

Workaround of course is to manually create the directories.

I also work on Wamp.. check your folder permissions as it does fine here. 
Please get back if you can reproduce it after recursively setting your folders
to allow all .. ie uncheck Read-only
