Forge sends multiple identical emails
Detailed Description:
I received three identical emails from bug 3180 before anything happened with
it. I think it was three copies of the confirmation mail, but it might be
something else. Then I got a fourth email with a reply.

Perhaps the email is also sent after developers make changes to the bug report
which do not show up in the email?

I believe this is fixed now.  I made sure email addresses are only used once,
and also removed added a comment box to the bug and FR pages that can be used
while modifying a bug or FR.
