Messages in javascript dialogs with html entities
Detailed Description:
Switch to the German language. Try to delete a page. You'll receive the
javascript dialog: "Wollen Sie wirklich den Datensatz - Menu Manager -
löschen?" (deleteconfirm).

The "ö" is shown. A "ö" should be shown, but it does not.

This translation is in line 925 of admin/lang/ext/de_DE/admin.inc.php.
But changing it into 'ö' doesn't help, neither changing into ö does.
I suppose a charset / encoding problem, plus I found funny that even when german
is set as language still lang="en" appears in the header - but this has nothing
to do with this
