Attempting to move Options help dialogue makes it unopenable
Detailed Description:
To reproduce:
1. Open a LISE instance
2, Go to Options tab
3. Click question mark icon next to "Auto Generate Alias Template"
4. Hover over the black title so the cursor changes to "move" then attempt to
move the popup
5. The dialogue closes, attempt to reopen it by clicking on the question mark
icon again.
Refreshing the page fixes it.
