[#11348] Uploads: Email Templates section is empty

Uploads: Email Templates section is empty
Detailed Description:
In the upload module, the "Email Templates" section is empty for both the "Send
a File" Email Template and the File upload notification email template, I cannot
get anything to save in there at all, I have tried from an old installation of
uploads I have on an old CMSMS website, but to no avail, it's like the submit
button is not working on this specific tab, the submit button seems to be
working on all other tabs.
