[#11340] Blank error page and PHP errors when deleted banner called

Summary:
Blank error page and PHP errors when deleted banner called
Detailed Description:
When a non-existent banner is called, error.tpl is meant to be processed and
displayed. However, the resulting error page is blank, and the error template
produces these PHP errors:
