[#7777] integrate "Modules" with "module manager"

integrate "Modules" with "module manager"
Detailed Description:
from a users point of view, I think it's more staight forward to just make
"modules" the first tab of "module manager", instead of having 2 different menu
items to control modules.
the same for "tags" and "user defined tags"

Hi!

Modules = listing of current system modules, Module Manager how ever is
independent module, two different things. Don't think this will change.

Tags represent static system tags and user defined tags dynamically created,
kind of wanna keep these two separated with purpose.

With a lot of modules installed extension menu may get messy, there you are
right, but at the moment dealing with more urgent stuff.

I know the module manager is an independent module, but that doesn't matter much
to the end user. He is just seeing two different menu items to do different
parts of the same thing: handle modules.

But I agree this is low-priority.
