[#7303] Smarty v3 replacement

Summary:
Smarty v3 replacement
Detailed Description:
In a throw to make CMSMS even faster, replacement of Smarty v2 with v3. 

According benchmarks circulating on the internet, the latest versions are faster
than v2. Also it is like 99% backwards compatible. (PHP tag is not supported
natively, but with 1.10, CMSMS also removed this option, so it would be ok I
think).

2 things I like about v3 (user side):
1. It's faster
2. U don't have to use {ldelim} {rdelim} anymore in javascripts, as long u put a
space behind it (makes code so more easy to read).

Smarty3 is on the todo list for CMSMS 1.11
