The Menu Manager should treat all templates alike
Detailed Description:
Currently, the Menu Manager handles two types of menu templates: built-in file
templates, and created database templates. The controls for each type are
different, and the control tool tips are also different (and confusing: "Import
Template to Database"???).

Users shouldn't have to think about details like this. How about treating all
the templates alike, with the built-in ones being read-only? Then they all would
have the same controls, users could view built-in templates without creating
copies, and things would be less confusing.

unfortunately this got dropped from 1.11 as well. 
Maybe we'll find time to actually replace MenuManager for 1.12

This is 'fixed' in 2.0 as MenuManager (now deprecated) and Navigator templates
are now integrated into DesignManager where all templates are treated alike.
