Don't display new CMS version number in Admin panel until upgrade is complete
Detailed Description:
Currently, all I have to do to make my site look like it's running CMSMS v1.6.3
is upload the v1.6.3 version.php file.

This is confusing, because *immediately* after the upload (even without running
install.php or upgrade.php), it looks like my site is already upgraded (because
the new version is displayed anywhere I have {cms_version}, including in the
admin panel.

Is there away to get around this?  Maybe store a "cms_version" value in the db,
and use that value until the system detects an upgrade, at which time the value
from the new version.php file is imported as the new "cms_version" value. 
Unfortunately this would only work for major upgrades, not incremental (1.6.2 to
1.6.3).

Just thinking out loud; I'm sure there must be a good way to handle this.

This is 'fixed' with 2.0's new phar based installer.
