[#9021] Can't save template if menu template does not exist (error not caught)

Detailed Description:
Steps to reproduce:

New install of 1.11.4

I created a template and referenced {menu template="topNavigation"} however that
template did not yet exist (or can be misspelled etc...).

When you save the template, it just exits to a white blank screen. Firebug shows
a couple 404 not found errors.

The obvious fix is to make sure you reference a template that exists but I
thought I'd report the error that does not get caught as it wasn't immediately
obvious as I was trying to build out a site with a new theme.

Either we already fixed this for 1.11.5 or it's something else.
But I edited an existing template, and changed the {menu} call to {menu
template='junk'}  and had no difficulty saving the template.
