Summary:
Payment form template missing after upgrade from 1.13
Detailed Description:
Payment form template tab in the Orders module is not there after upgrade.
Looks like action.default.php goes into shipping instead of payment collection
after the comment:
	  //
	  // Order is submitted
	  // Redirect to something that'll ask us to 
	  // pay for the crap we just ordered.
	  //
Breaks checkout process when upgrading

yeah I definately fugged cruft up with the 1.13 release series.
