Core Module File Picker Missing 2 fonctions
Detailed Description:
-  Missing function GetChangeLog()  and  no changelog.inc (Jun 10 2017 - Initial
release in CMSMS 2.2 - Canada - A new file picker module)
- Missing function GetAdminDescription() 
- Missing lang string in en_US.php $lang['moddescription'] = ....
- update version and add modifications in changelog.inc

Core modules have not been using their own changelogs for years. We have
centralized all of them on the core one. Additionally, the module is not
required to have a moddescription lang string, so not a bug. At the most it can
be reopened as a Feature
 Request.
