Summary:
filepicker dropzone size issue
Detailed Description:
The dropzone in filepicker only encompasses the area already containing files,
rather than the entire window. Users who don't know to wait for the visual
feedback (background turning blue) are confused that their files aren't
uploading.

Fix: increase height of dropzone to fill the filepicker window.

Fixed in SVN

Did similar for the dropzone in FileManager.
