When adding links to local files in the News module, using WYSIWYG editor in the
backend, the resulting path is incorrect if your default filepicker path isn't
the root uploads folder.

To recreate:
create a filepicker profile with the path set to a subfolder in uploads (e.g.
'foo')
set this profile to default
edit a News module article, and create a link to a file in the local file
system, and submit
visit the frontend, and attempt to click on the link to download the file

It appears the file url will be "uploads/path/filename.ext" but it should be
"uploads/foo/path/filename.ext"
