[#11749] Importing only imports custom fields, not items themselves

Summary:
Importing only imports custom fields, not items themselves
Detailed Description:
When exporting and re-importing, all of the custom field values are added to the
fieldval table, but nothing is added to the main item table, so the imported
items do not appear and do not work.

This seems to be the case whatever we've tried to import.

I have been using this feature extensively and never happened to me. I can't
reproduce in a vanilla install of both CMSMS core and LISE. The only possibility
I see is a problem with the database from a funky previous upgrade, but I have
insufficient information to assess.
