[#11710] Design Manager on Safari always locks a template

Summary:
Design Manager on Safari always locks a template
Detailed Description:
Design Manager always seem to keep a template locked unnecessarily; every
template opened with Safari stays locked after a cancel or submit in Edit
Template.

Steps to reproduce:
1. Open any template in Design Manager with Safari.
2. Hit the Submit or Cancel button within a minute.
3. The template is still locked now back in Design Manager.

-Tested with the latest Safari 11.0.2 on the latest MacOX 10.13.2, verified on
BrowserStack.
-Problem doesn't occur in latest Chrome. 
-Problem only occurs in Design Manager, Content Manager still works as
advertised.
-Problem only occurs when editing templates.
-Problem doesn't occur when keeping the template open for longer periods, more
than a minute or so and hit Submit.
-Hitting Cancel always seems to keep the lock no matter how long the template is
being edited.

The problem seems to be resolved in Safari 11.1
I can recreate it in 10.1 and older.

seems to be browser version related.  fixed in later versions
