Summary:
Change password field in user settings has incorrect maxlength
Detailed Description:
When adding a new user the password input field has a maxlength value of 100
which is lovely.

But if you go into into My Preferences -> My Account -> User Preferences then
both password fields have a maxlength value of 25 which means my nice long
diceware password got truncated causing much confusion.

 input id="password" name="password" maxlength="25" value="" type="password"
