Summary:
$data_url is invalid when $config['root_url'] is undefined
Detailed Description:
If $config['root_url'] is set to "//www.sitename.com" in config.php the
$data_url used in the "forgot password" email will be invalid.

This is a problem in CMSMS 2.2, because root_url is set to "//www.sitename.com"
as default , if not defined in config.php
In CMSMS 2.1 was set to "http://www.sitename.com" as default.
