Non-admin Backend Groups can't manage FEU Users even if they have the permissions
Detailed Description:
Non-admin Backend Groups can't manage FEU Users even if they have the
permissions.
They only see the following message: "Breaking an entry, are we?"
Returning to FEU 2.3 allows them to manage users.

Verified this is an issue when using default system permissions, on latest
version (2.3.4). Workaround is to use FEU-specific permissions.

FEU now uses the 'Manage Users' permission.   which may or may not be present in
some systems due to a CMSMS upgrade glitch.

Though I did fix one issue.
