TemplatePreFetch never sent
Detailed Description:
I was trying to use the TemplatePreFetch event that should be sent from
Smarty_CMS::fetch function, but this event is never sent as the frontend
templates use smarty_internal_templatebase::fetch functionn

A $smarty->createTemplate function returns a smarty_internal_template object,
and $ThatObject->fetch doesn't run the right function (the one with the
SendEvent)
