Summary:
External URL's not editable for non-admin users
Detailed Description:
It seems te be impossible to edit a external URL for non-admin users in the last
version 2.1.3.

I found no user permission that would make this possible for other roles.

Tested so far:
- Does it work as admin user (yes)
- Does it work as non-admin user (no)
- Checked for admin roles to edit this field (not found any)
- Clear cache (no result)

Only people with advanced permission can change the url of a link.. unless you
add the Page URL to the basic properties list in global settings.

Thanks for the response but the the "Page URL" seems to be different than the
"URL" field used for the content type "External link".

Its impossible to edit the target link even when "Page URL" is selected in the
global settings.
